Our program institutes many safety guidelines for positive growth and development of our athletes. Lake Stevens Riptide Select Baseball Program also complies with all Washington State laws regarding youth athlete safety including compliance with two specific laws about Concussions and Sudden Cardiac Arrest that apply to LSR Baseball activities: House Bill (HB) 1824 and Senate Bill (SB) 5083.
In order to comply with HB 1824 (Concussion) and SB 5083 (Sudden Cardiac Arrest Awareness Act), Lake Stevens Riptide Select Baseball Program has two required actions for our organization:
1. Coaches Training and Certificates of Completion
Concussion: Every year coaches must complete an online concussion prevention program and submit a certificate showing completion of the program to the organization.
SCA: Every three years, coaches must complete an complete an online SCA prevention program and submit a certificate showing completion of the program to the organization.
2. Annual Statement of Compliance from Athletes and Parent(s)/Guardian(s) – Each year each athlete and the athlete’s parent(s)/guardian(s) will be in compliance with organization’s requirement of athlete and parent(s)/guardian(s) have both read and signed Concussion Information Sheet and read and understand the Sudden Cardiac Arrest educational pamphlet.
CONCUSSION and House Bill 1824 HB 1824, also called the Lystedt Law, addresses the nature and risks of concussions and head injuries in youth sports, with specific requirements for education and compliance by players, parents, coaches, and youth organizations, such as youth baseball organizations. The bill was voted on by the Washington State House of Representatives unanimously and signed into law by Governor Christine Gregoire on May 14, 2009. It went into effect on July 26, 2009.

SB 5083, also known as the Sudden Cardiac Arrest Awareness Act (SCA), was voted on by the Washington State House of Representatives and signed into law by Governor Christine Gregoire on April 17, 2015. It went into effect on July 24, 2015.
The bill outlines the requirements that nonprofit organizations like Lake Stevens Riptide Select Baseball Program must with specific educational requirements developed by the University of Washington for players, parents, coaches, and youth sports organizations.

- Athletes and parent(s)/guardian(s) must annually sign a concussion and head injury information form acknowledging the nature and risks of concussion and head injuries during participation of any/all Lake Stevens Riptide Select Baseball Program activities.
- All coaches involved with the care of athletes registered with Lake Stevens Riptide Select Baseball Program are required to annually complete a CDC-approved online prevention training and submit the certificate to the organization.
- An athlete who is suspected of sustaining a concussion or head injury will be removed from all forms of play; “when in doubt, sit them out.”
- An athlete who has been removed from play must receive written clearance from a licensed health care provider trained in the evaluation and management of concussions prior to returning to play.

- Prior to registration with Lake Stevens Riptide Select Baseball Program athletes and parent(s)/guardian(s) must annually read the SCA information pamphlet and sign a form acknowledging the nature, risks, symptoms, warning signs, prevention, and treatment of SCA in regards to any/all Lake Stevens Riptide Select Baseball Program activities.
- Every three years, all coaches involved with the care of players registered with Lake Stevens Riptide Select Baseball Program are required to complete the SCA online prevention training and submit the certificate to their organization.
